How NDIS Funding Is Managed

How you manage your NDIS plan changes almost everything else about it: which providers you can use, how much paperwork lands on your desk, and how much say you get day to day. Under the National Disability Insurance Scheme (NDIS), there are three types of NDIS plan management: NDIA-managed, self-managed, and plan-managed. Each comes with its own trade-offs between control and convenience. 


Here's what sets them apart, and how to work out which one fits your circumstances.

NDIA-Managed (Agency-Managed) Funding

NDIA-managed funding, also known as Agency-managed funding or simply agency management, is the most hands-off of the three options for managing your NDIS plan. Under this arrangement, the National Disability Insurance Agency pays your providers directly and manages the bookkeeping, financial administration, and records of spending on your behalf. You never see provider invoices, and you don't need to lodge a claim yourself.


The trade-off is provider choice. NDIA management limits participants to NDIS providers that are registered, so if you want to use unregistered support workers, local gardeners, or other non NDIS registered providers, this option won't allow it. Every service you book has to come from a registered NDIS provider.


What NDIA management does offer is structured oversight of your NDIS funding, with claims processed and tracked centrally by the National Disability Insurance Agency. You can still monitor your budget yourself through the myplace portal, checking allocated, spent and remaining funds by support category at any time, so you're not left in the dark just because someone else is handling payments.


This option tends to suit participants who want minimal involvement in the financial side of their plan, who are new to their NDIS journey and still finding their feet, or who are comfortable sticking to registered providers across the board.

Self-Managed Funding

Self-management sits at the opposite end of the spectrum. With self-managed funding, you or a nominee pay your providers directly, submit claims, and manage the financial and administrative side of your plan yourself. Self-management requires participants to handle record-keeping and budget tracking without a plan manager or the NDIA doing it for them, which means holding onto receipts, invoices and service agreements for every purchase.


In exchange for that extra administrative load, self-management offers unparalleled control and the widest choice in support selection of the three, opening up a broader range of supports than the other two allow. You aren't limited to NDIS registered providers, meaning you can also engage non registered providers, community services, or even employ support staff directly, including setting your own pay rates and conditions within NDIS price limits. Self-management also lets you negotiate costs directly, since you can shop around with unregistered providers to get more value out of your NDIS funding rather than paying a set NDIS price.


Self-management gives you total control over how, when and who you pay, but that control comes with genuine responsibility. If claims aren't lodged correctly or records aren't kept, it can create compliance issues down the track, and you may need to repay funds that can't be properly accounted for. This option generally suits participants, families or nominees who have the time, confidence and organisational capacity to manage the financial side of a plan and stay on top of their support needs.


Plan-Managed Funding

Plan management sits in the middle, and it's why it has become the most popular option among many participants in the NDIS. An NDIS plan manager handles the financial aspects of your plan for you: paying invoices, lodging claims, and tracking your budget across categories, so you get the paperwork taken off your plate without losing your say over who you work with.


Unlike NDIA management, plan management allows for flexible provider selection. This is one of the ways a plan manager helps participants manage the practical side of their plan: choosing both registered and unregistered providers, giving you close to the same freedom as self-management without doing the admin yourself. That means you can still hire a support worker who isn't formally registered, provided the service fits your plan.


Plan management services are fully funded by the NDIS, and this plan management funding sits in a separate part of your plan, within what used to be called the capacity building budget, rather than coming out of your other support categories. In other words, having funding in your plan for a plan manager doesn't reduce the NDIS funding available for personal care, therapy, or any other support you need, and it costs participants nothing out of pocket.



For most participants, plan management reduces stress and simplifies the financial side of everyday life considerably, which is exactly why it has overtaken NDIA management and self-management in popularity in recent years. You get a monthly view of your spending, someone to chase up unpaid invoices, and a buffer between you and the claims system.

Can NDIS Participants Mix Management Types?

You don't have to pick one option and apply it across your whole plan. Participants can choose a single management option or mix and match across different categories of NDIS supports. For example, you might have your core supports plan-managed while your capital supports remain NDIA-managed, or self-manage your community participation funding while a plan manager looks after everything else.


This flexibility means the right choice isn't necessarily one option locked in for the life of your plan. It's worth revisiting at each plan reassessment, or sooner if your circumstances or provider needs change.

Deciding Between NDIA, Self and Plan Management

No matter which option, or combination of options, you land on, your NDIS funding must be spent on supports consistent with your NDIS plan and its rules. The management type only changes who handles the paperwork and which providers you can access, not what the funding can be used for.
